Investigate Persecution Arising out of Ongoing Gaza Closure, Palestinian Human Rights Organizations Urge ICC Prosecutor

22 November 2016, The Hague: Today, Palestinian human rights groups urged the Prosecutor of the International Criminal Court (ICC) to examine the Israeli closure of the Gaza Strip, which has denied two million Palestinians a panoply of fundamental rights for nearly a decade, as the crime against humanity of persecution under the Rome Statute. The Palestinian Centre for Human Rights (PCHR), Al Mezan Center for Human Rights, Al-Haq, and Aldameer submitted a 145-page file to the ICC Prosecutor setting out the factual and legal basis for the case. Since June 2007, Israel has instituted a comprehensive closure on the Gaza Strip...

Report on Extra-Judicial Executions Committed by the Israeli Occupation Forces (IOF) July 2008 – September 2010

Introduction Israel has a policy of extra-judicially executing Palestinians who are suspected of carrying out, or planning armed attacks against the Israeli Occupation Forces (IOF) in the Occupied Palestinian Territory (OPT) and/or inside the State of Israel. IOF have committed, and are continuing to commit, extra-judicial executions against Palestinian activists from all political parties. They have also targeted the political leaders of Palestinian organizations.  Since the beginning of al-Aqsa Intifada in September 2000, PCHR has consistently investigated and documented extra-judicial executions committed by IOF in the OPT. The Centre has established a database that keeps statistics on all extra-judicial executions carried out...

Extra-Judicial Executions Committed by the Israeli Occupation Forces (IOF) August 2006 – June 2008

August 2006 - June 2008  Introduction: Israel’s policy of extra-judicially executing Palestinians allegedly involved in armed resistance against the Israeli occupation of Palestine has been meticulously documented by the Palestinian Centre for Human Rights (PCHR). The continuing silence of the international community, including High Contracting Parties to the Fourth Geneva Convention, has actively encouraged Israel to act as though it is above the law and to continue committing gross human rights violations against the Palestinian people, including hundreds of extra-judicial executions. IOF have carried out these extra-judicial executions of Palestinian activists whom they accuse of carrying out, or planning, armed attacks against the...

Report on Extra-Judicial killings Committed by the Israeli Occupation Forces 29 September, 2003 – 30 April, 2004

29 September, 2003 – 30 April, 2004 Introduction During the current Palestinian Intifada, Israeli occupation forces (IOF) have adopted a policy of extra-judicial killings against Palestinians allegedly involved in resistance activities against Israeli targets.  International complicity concerning this issue has only served to encourage Israeli authorities to escalate their policy of extra-judicial killings; and in so doing, commit further grave breaches of the Geneva Convention Relative to the Protection of Civilian Persons in Time of War of 1949 (Fourth Geneva Convention) against Palestinian civilians. IOF have carried out assassination attempts against activists of various Palestinian organizations, whom they accuse of carrying out or...

Report on Extra-Judicial killings Committed by the Israeli Occupation Forces September 29, 2000 – April 25, 2001

Introduction:  This report highlights one of the most horrible aspects of the excessive use of force committed by the Israeli occupation forces against Palestinian civilians in the Occupied Palestinian Territories since the outbreak of the Al-Aqsa Intifada: Assassinations.  Assassinations are usually carried out by elite units of the Israeli occupation forces, which are called special units, death teams, and sometimes Al-Musta’reboun (Arabianizers).[1]  In three cases, combat helicopters were used to target the victims.  The Israeli occupation forces resorted to the assassination policy in the early stages of the Al-Aqsa Intifada by relying on the justification that Israel is in “an armed conflict”...
