Security Chaos and Proliferation of Small Arms

Misuse of Weapons by Armed Groups and Security Forces

Field Update

24 May 2006

3 Citizens Injured in Accidents Involving Misuse of Weapons in the Northern Gaza Strip

Over the past three days, three citizens were injured, one seriously, in three separate incidents involving the mishandling of weapons in the northern Gaza Strip.

PCHR’s preliminary investigation indicates that at approximately 00:45 on Tuesday, 23 May 2006, Ra’ed Abdel Wahhab El-Sheikh, a 27-year-old resident of Jabalia refugee camp, was injured by a bullet to the left arm.  El-Sheikh, who is a member of the newly formed Interior Ministry Executive Force, was injured by a bullet that was accidentally fired from a colleague’s firearm.  The incident took place near El-Falouja school in the refugee camp.  El-Sheikh was taken to Kamal Odwan Hospital for treatment, where his condition was described as moderate.

At approximately 01:00 on the same day, Mohammad Akram Khalil, a 23-year-old member of the Executive Force, was injured in his left thigh as a result of the accidental firing of a bullet from a colleague’s firearm.  The incident took place in the El-Amal Quarter of Beit Hanoun.  He was taken to Kamal Odwan Hospital for treatment, where his injury was described as mild.

On Sunday, 21 May 2006, Karem Naji El-Masri, a 16-year-old resident of Beit Hanoun, sustained shrapnel injuries to the abdomen when a locally-manufactured rocket, fired by the Al-Aqsa Martyrs Brigades (the military wing of Fatah), landed near the Agricultural Secondary School in Beit Hanoun.  The boy was studying at the school at the time.  He was taken to Kamal Odwan Hospital for treatment, where his condition was described as serious.

PCHR is gravely concerned over the continued number of deaths and injuries resulting from the misuse of weapons, which has become a prominent feature of the ongoing security chaos in the region.  The Centre calls upon the Palestinian National Authority to take preventive measures to prevent such incidents and safeguard the safety of citizens.
