Security Chaos and Proliferation of Small Arms

Clashes between Armed Groups and Security Forces

Field Update

17 May 2006

2 Citizens Killed and 6 Injured in Armed Attacks

Unidentified gunmen shot and killed an activist from the Izzedeen El-Qassam Brigades, and injured another, in Jabalia refugee camp in the early morning hours of today.  In Gaza City, a member of the El-Qassam Brigades was killed and another injured by gunfire.  In Greater Abasan, Khan Yunis, shots were fired at a Hamas activist outside a barber’s shop.  Three people were also injured, including the shop owner and a child.

PCHR's initial investigations indicate that in the early morning hours of Wednesday, 17 May 2006, a group from the Izzedeen El-Qassam Brigades, which was on guard near Jabalia police station, intercepted two activists from the same organization who were traveling in a Subaru car.  The activists in the car were Bilal Abdel Wahid Qasee’a (25) and Rami Mahmoud Abu Sukheila (31).  A verbal exchange took place between the two groups.  The group who had been on guard duty fired heavily at the car, hitting Qasee’a with a bullet to the back.  He was taken to Al-Awda Hospital in Jabalia, where he died shortly after admission.  Abu Sukheila was hit by shrapnel in the shoulder and was taken to Kamal Odwan Hospital, where his injuries were described as minor.

At approximately 21:30 on Tuesday, 16 May 2006, gunmen traveling in two cars fired at Mohammad Mohammad El-Tatar (25) and Mohammad Abu Karsh (25), both residents of the Tal El-Hawa Quarter in Gaza City.  The men had been walking near Al-Amin Mosque, opposite President Abbas’s residence in Gaza City.  El-Tatar was hit by a bullet to the head and another to the chest.  He was taken to Shifa Hospital in a critical condition and was pronounced dead shortly after admission.  Abu Karsh was hit by several bullets to different parts of the body.  Both men were members of the Izzedeen El-Qassam Brigades.

At approximately 20:40 on Tuesday, 16 May 2006, gunmen traveling in two cars fired at Mohammad Mohammad Soboh (29), while he was standing at the entrance of a barber’s shop in Greater Abasan, east of Khan Yunis.  Soboh was hit by bullets to the left side of his body and legs.  Three others, who were inside the shop at the time, were also injured, including a 17-year-old boy.  The injured were taken to Naser Hospital in Khan Yunis, where Soboh’s condition was described as critical.  The others suffered moderate injures.  It is noted that Soboh is an activist in the Izzedeen El-Qassam Brigades.

PCHR is gravely concerned over the escalating internal violence and use of weapons by armed groups and individuals, which are further aggravating the security chaos currently plaguing the Occupied Palestinian Territory.  The Centre calls upon the Palestinian National Authority, represented by the Attorney-General, to investigate these incidents and bring the perpetrators to justice.
