Security Chaos and Proliferation of Weapons

Using Weapons in Personal and Family Disputes

Field Update

A Palestinian Killed and 3 Others, Including 3 Police Officers, Wounded in Family Disputes in the Gaza Strip

On Tuesday evening, 17 October 2006, a Palestinian was killed in al-Boreij refugee camp in the central Gaza Strip for reasons related to family disputes. Two police officers were also wounded in Rafah, and a man was wounded in Khan Yunis for similar reasons.

According to investigations conducted by PCHR:

At approximately 22:45 on Tuesday, 17 October 2006, a number of masked gunmen fired at Ra’ed Ramadan Salama al-Nabahin, 29, when he was parking his car near his house in Block 9 in al-Boreij refugee camp in the central Gaza Strip. He was instantly killed by 3 live bullets to the head and the neck. The attack took place in the context of a family dispute.

Earlier, at approximately 20:00, Hussein Ahmed ‘Aabed, 24, a police officer, was wounded by shrapnel from live bullets to the abdomen, when members of the Qeshta family fired at a vehicle of the Palestinian police in ‘Omar Ben al-Khattab Street in Rafah. Members of the Qeshta family thought that the police came to the area to arrest a number of them after they had beaten a police officer, 23-year-old Rami Nabil Zannoun, near al-‘Awda Square in the center of Rafah.

At approximately 17:40, a number of gunmen traveling in a civilian car fired at Mohammed Muhsen Hassanain, 35, when he was near his house in Khan Yunis. He was wounded by a live bullet to the right shoulder. According to police sources the attack was launched for personal differences.

PCHR is increasingly concerned over the continuation of the use of weapons in personal and family disputes, which is further aggravating the state of security chaos in the Occupied Palestinian Territory. PCHR calls upon the Palestinian National Authority, represented by the Attorney-General, to investigate these attacks and bring the perpetrators to justice.
