2 Killed in the West Bank: One by Preventive Security and the Other During Cleaning a Weapon

Two Palestinians were killed in the West Bank yesterday, 3 September 2006, in two separate incidents. In the first incident, a security officer was killed in the Presidential Compound "Moqata'a" in Ramallah as he was cleaning his weapon. The second victim was killed by members of the Preventive Security Apparatus, who fired at a group of demonstrators from the village of Mazra'a El-Qibleyya who came to protest at the Preventive Security Apparatus headquarters in Birzeit, north of Ramallah.

PCHR's preliminary investigation indicates that at approximately 12:30 on Sunday, 3 September 2006, an officer in the Presidential Guard, Gheith Amid Hamza El-Dosoqi (a 21-year old from the village of Barqa), was cleaning his assault rifle while he was on duty in the Presidential Compound "Moqata'a." A number of bullets were accidentally fired, hitting him in the neck. He was rushed to the Ramallah governmental hospital. But he died before reaching the hospital.

And at approximately 19:00 on the same day, Othman Ali and Abdel Mo'ti Othman, both from the village of Mazra'a El-Qibleyya, northwest of Ramallah, were at the Birzeit fuel station filling up a motorcycle. Two members of the Preventive Security Apparatus arrived, and an argument broke out between both sides. The argument escalated into insults. The Preventive Security members detained the two villagers, and took them to the Preventive Security Apparatus headquarters in Birzeit. At approximately 21:00, a group of villagers from Mazra'a El-Qibleyya arrived at the headquarters and started to throw stones and empty bottles at it. The Preventive Security personnel inside asked for backup. A few minutes later, reinforcements arrived and fired at the protestors. As a result, Ehab Abed Fayez (20) was hit by a lethal bullet to the chest. He died instantly.

PCHR is concerned over the continued falling of victims due to the misuse of arms by Palestinian groups and individuals, which is a part of the security chaos plaguing the Occupied Palestinian Territory. The Centre calls upon the Palestinian National Authority, represented by the Attorney-General, to seriously investigate these crimes and bring the perpetrators to justice.
