Security Chaos and Proliferation of Small Arms

Attacks on Public Institutions and Officials

Field Update

27 August 2006

Explosive Device Detonated near the House of a Public Attorney in Gaza

Unidentified assailants detonated an explosive device in front of the residential building when a public attorney resides in Gaza City. The device was detonated shortly after the attorney and his family entered their residence. No injuries were reported.

PCHR's preliminary investigation indicates that at approximately 00:00 on Sunday, 27 August 2006, a loud explosion shook the entrance of a residential building in El-Remal Quarter in Gaza City. No injuries were reported. In a statement given to PCHR, Hammam Nafeth Rabah S'keik, who is a public attorney in Gaza City, said that after about five minutes of his return home with his family he heard a large explosion. Immediately after the explosion, he received a telephone call from an anonymous person using a public telephone. The caller said, "You survived this time. But in a few days we'll reach you." The caller then closed the line.

It is noted that S'keik's residence was fired upon about six weeks ago. No injuries were caused in the incident. It is believed that these incidents are related to his work as a public attorney, which includes investigation into corruption scandals.

PCHR strongly condemns this attack, and is concerned over the escalation of internal violence and the use of arms, which threatens the lives of people. These acts are part of the security chaos plaguing the Occupied Palestinian Territory. The Centre reiterates the call to the Palestinian National Authority, represented by the Attorney-General, to seriously investigate these incidents and bring the perpetrators to justice.
