Security Chaos and Proliferation of Small Arms

Misuse of Weapons by Armed Groups and Security Personnel

Field Update

22 August 2006

Victims Continue to Fall by Misuse of Weapons in the Gaza Strip:

7 Injured, Including 2 Children, in 2 Separate Incidents

PCHR's preliminary investigation indicates that at approximately 08:00 o n Monday, 21 August 2006, five masked gunmen fired at the vehicle belonging to Haitham Sha'ban, the commander of the third battalion of the National Security Force, as it was heading towards his house in Nafaq Street in Gaza City. Two companions were injured in the shooting:

-         Ra'ed Zaki El-Feiri (23), injured by a bullet in the right leg; and

-         Mohammad Zeyad Theyab (20), injured by a bullet in the right leg.

They were taken for treatment to Shifa Hospital in Gaza City, where their injuries were listed as moderate. It is noted that Sha'ban was at home during the incident.

At approximately 14:00 on the same day, five Palestinians were injured, including 2 children, when a mishandled, mysterious object exploded in the Mawasi area to the west of Rafah. The object is suspected to be unexploded ordinance left by Israeli Occupation Forces. The injured were taken to Mohammad Yousef El-Najjar Hospital for treatment, where their injuries were listed as moderate. The injured are:

-         Yehya Mahmoud Ayyash (3), injured by shrapnel in the arms;

-         Mo'taz Mahmoud Ayyash (13), injured by shrapnel in the left knee and left hand;

-         Mahmoud Ateyya Ayyash (40), injured by shrapnel in the left foot;

-         Khader Mahmoud El-Bal'awi (32), injured by shrapnel in the left elbow; and

-         Adel Mahmoud El-Bal'awi (40), injured by shrapnel in the arms.

PCHR is extremely concerned over the continued falling of victims by misuse of weapons by armed groups and individuals, which are a continuum of the security chaos plaguing the Occupied Palestinian Territory. The Centre calls upon the Palestinian National Authority, represented by the Attorney-General, to seriously investigate these incidents and to bring the perpetrators to justice.
