Security Chaos and Proliferation of Small Arms

Misuse of Weapons by Armed Groups and Security Personnel

Field Update

13 August 2006

8 Injured, including 3 Children, in Incidents of Misuse of Weapons in Khan Yunis and the Central Gaza Strip

On Friday, 11 August 2006, nine Palestinians were injured in Khan Yunis and the central part of the Gaza Strip in incidents of misuse of weapons. Three children were among the injured.

PCHR's preliminary investigation indicates that at approximately 09:30 on Friday, 11 August 2006, an armed group in a car fired at Abdel Latif Salim El-Najjar (35) as he was walking in the market in Maghazi refugee camp in the center of the Gaza Strip. He works in the Palestinian Police Force. El-Najjar was moderately injured by a bullet in the right foot, and was taken to Al-Aqsa Martyrs Hospital for treatment.

At approximately 14:00, Mohammad Fawzi Mohammad El-Najjar (a 19-year old member of the General Security Force) and Mahmoud Adel Mahmoud El-Najjar (21) were admitted to Naser Hospital in Khan Yunis. Both are residents of the town of Bani Suheila to the east of Khan Yunis. They were moderately injured by shrapnel in the extremities caused by the explosion of a suspicious device they were handling.

At approximately 17:00, a gunman fired a rifle in celebration during a wedding in Block 9 in El-Bureij refugee camp. Four people, including 3 children, were injured by shrapnel. The injured are:

-         Wa'ad Eyad El-Souri, a 2-year old from Nuseirat refugee camp, injured by shrapnel in the head;

-         Ahmad Jihad Abu Hasna (a 17-year old resident of El-Bureij refugee camp) injured by shrapnel in the back;

-         Orabi Maher Abu Hasna (a 17-year old resident of El-Bureij refugee camp) injured by shrapnel in the head and shoulder; and

-         Yousef Mahmoud Wadi (an 18-year old resident of El-Bureij refugee camp) injured by shrapnel in the face;

They were taken to Al-Aqsa Martyrs Hospital for treatment, where the injuries were listed as light to moderate.

At approximately 21:00, Na'el Mohammad Abu Amra (an 18-year resident of Deir El-Balah) was admitted to Al-Aqsa Martyrs Hospital. He was moderately injured by bullets in the abdomen and pelvis. He was injured in a dispute with another person in Deir El-Balah. The dispute escalated and shots were fired at Abu Amra.

PCHR is extremely concerned over the continued forms of internal violence and the use of arms in personal and clan disputes, which are a continuum of the security chaos plaguing the Occupied Palestinian Territory. The Centre calls upon the Palestinian National Authority, represented by the Attorney-General, to seriously investigate these incidents and to bring the perpetrators to justice.
