Security Chaos and Proliferation of Small Arms

Armed Clan and Personal Disputes

Field Update

9 August 2006

10 Injured in Armed Personal and Clan Clashes in the Gaza Strip

Over the past two days, ten Palestinians were injured in four incidents of armed personal and clan clashes in Gaza City, Deir El-Balah, and Khan Yunis. There were 2 female children among the injured.

PCHR's preliminary investigation indicates that at approximately 21:35 on Tuesday, 8 August 2006, gunmen in a car fired at the brothers Atallah and Khalid Salem Abu Mousa (aged 32 and 34 respectively, and both from Khan Yunis refugee camp) in the street between Al-Amal Project and the refugee camp in Khan Yunis. Atallah was seriously injured by bullets in the pelvis, legs, and right hand. Khaled was moderately injured by bullets in the legs. The child Rana Abu Mustafa (7) was moderately injured by shrapnel in the left shoulder. The incident was motivated by a financial dispute.

At approximately 23:00 on Monday, 7 August 2006, unknown gunmen in Gaza City fired at Tamer Mohammad El-Batrawi (32) and injured him with a bullet in the left hand. El-Batrawi informed PCHR's fieldworker that 3 masked gunmen surrounded his car as he was about to return home from his antiques shop in Jala' Street. The gunmen ordered him to open his car; but he refused to comply. They fired at him and injured him. El-Batrawi believes that he motive was stealing the car and the shop. He was taken to the hospital for treatment.

At approximately 17:00 on the same day, an armed clash erupted between members of El-Majayda clan in Sea Street, near the Khan Yunis beach. The incident was a partnership dispute over a beach front rest area. The exchange of fire continued for nearly half an hour. Five members of the clan were moderately or lightly injured:

-         Salem Radwan El-Majayda (23);

-         Abdel Karim Mohammad El-Majayda (19);

-         Samir Yousef El-Majayda (45);

-         Mahmoud Mahrous El-Majayda (41); and

-         Suliman Radwan El-Majayda (19);

At approximately 19:30 on the same day, the child Roba Kamal El-Azab (8) was admitted to Al-Aqsa Martyrs Hospital in Deir El-Balah. She was injured by a bullet in the back. She was then transferred to Shifa Hospital in Gaza City, where she underwent surgery to take out the bullet. The child's uncle, Jamal El-Azab (47), stated that the child was injured as she was playing in the house yard. No gunshot sounds were heard.

PCHR is extremely concerned over the continued forms of internal violence and the use of arms in personal and clan disputes, which are a continuum of the security chaos plaguing the Occupied Palestinian Territory. The Centre calls upon the Palestinian National Authority, represented by the Attorney-General, to seriously investigate these incidents and to bring the perpetrators to justice.
