Izzedeen El-Qassam Brigades Member Killed; Preventive Security Officer and a Civilian Injured; Preventive Security Officer Dies of Wounds

This morning, a member of the armed wing of Hamas, the Izzedeen El-Qassam Brigades, was killed and a Preventive Security officer and a civilian were injured during an armed clash in Khan Yunis.  Yesterday evening, the death of a Preventive Security officer was announced in an Egyptian hospital.  He died of wounds sustained at the beginning of the week during a clash between members of the Preventive Security and the Interior Ministry Executive Force in Gaza City.

PCHR’s preliminary investigation indicates that at approximately 09:30 on Wednesday, 14 June 2006, an exchange of fire took place between gunmen from the Izzedeen El-Qassam Brigades and the Director of Preventive Security, Rifat Kullab (40), and two of his guards, in the Satar El-Gharbi area of Khan Yunis.  Kullab was injured by a bullet to the thigh and was evacuated to the European Hospital, where his injury was described as moderate.  Salah Abdel Hai El-Astal (20), a member of the Izzedeen El-Qassam Brigades, was hit by a bullet to the head.  He died shortly afterwards in Naser Hospital in Khan Yunis.  A civilian, Zeyad Abdel Mon’im Ahmad (54), was injured by a bullet to the right hip, while he had been sitting in front of his shop in the area where the clashes were taking place.  He was taken to a hospital for treatment, where his condition is described as moderate.

After El-Astal’s death was announced, dozens of masked gunmen stormed Kullab’s house in the clash area, firing guns as they did so.  They forced the family out of the house before setting it alight.

At approximately 22:30 on Tuesday, 13 June 2006, the death of Ibrahim Sa’id El-Nabahin (21) was announced in El-Bureij refugee camp.  El-Nabahin is a member of the Preventive Security and had been suffering from a serious bullet injury to the head.  On 10 June 2006, he was injured in a clash between the Preventive Security and the Interior Ministry Executive Force in the El-Sheja’eya area of Gaza City.  The clash took place during the funeral procession of Basem Qutub (40), a Preventive Security officer killed on the morning of 10 June at the hands of unknown gunmen.  At the time, El-Nabahin was taken to Shifa Hospital for treatment.  Two days later, he was referred to an Egyptian hospital due to the severity of his injury, where he died yesterday evening.

PCHR is gravely concerned over the continued escalation in the use of arms by armed Palestinian groups and individuals, which is part of the security chaos plaguing the Occupied Palestinian Territory (OPT). The Centre calls upon the Palestinian National Authority (PNA), represented by the Attorney-General, to seriously investigate these crimes and to bring the perpetrators to justice.
