New Wave of Tension in the Gaza Strip

Over the past three days, two Palestinians have been killed and three others injured during armed clashes involving members of the Izzedeen El-Qassam Brigades and the Ministry of Interior Executive Force with members of the Al-Aqsa Martyrs Brigades (the armed wing of Fatah) and members of the Preventive Security Apparatus.  In addition, there have been three incidents involving kidnappings and the detonation of explosive devices.

PCHR’s preliminary investigation shows that at approximately 18:00 on Sunday, 11 June 2006, Shifa Hospital pronounced the death of Husam Abdel Hakim Abu Anza (25), as a result of a gunshot wound to the head sustained on 4 June 2006.  He had been injured on that day during clashes involving members of the El-Qassam Brigades and the Ministry of Interior Executive Force with members of the Qishta clan belonging to the Al-Aqsa Martyrs Brigades (armed wing of Fatah) and members of the Preventive Security Apparatus[1].

At approximately 03:00 on Sunday, unknown assailants detonated an explosive device near the home of the family of General Rashid Abu Sh’bak, the director-general of internal security and the director of Preventive Security.  The house is located in the Abed Rabbo area in the town of Jabalia.  The explosion caused damage to the house entrance but no injuries were reported.

At approximately 20:00 on Saturday, 10 June 2006, Hasan Khalaf (22) exchanged fire with members of the Executive Force in the El-Saftawi area, north of Gaza City.  He was injured by a bullet to the right leg and was taken to El-Awda Hospital in Jabalia for treatment.  The reasons behind the exchange of fire are not known.

At approximately 13:30 on Saturday, an exchange of fire occurred during the funeral procession of Basem Qutob.  The exchange took place in the Al-Sheja’eya intersection in Gaza City between gunmen in the procession affiliated with the Preventive Security and members of the Executive Force.  Mohammad Sa’id El-Nabahin (23) was injured by a bullet to the head and Mohammad Serdah (27) was injured by shrapnel to the face and left leg.  Both are members of the Preventive Security.  They were taken to Shifa Hospital for treatment, where El-Nabahin’s condition was classified as serious and Serdah’s as moderate.

It is noted that Basem Qutub was an officer in the Preventive Security Apparatus.  At approximately 02:00 on Saturday, unknown gunmen traveling in a car fired at him near El-Sha’beya intersection (Wehda Street) in Gaza City.  He was killed instantly.  Sources at Shifa Hospital informed PCHR’s fieldworker that Qutub was dead, when his body was brought to the hospital.  He had been hit by several bullets to the head and chest.

At approximately 12:45 on Friday, 9 June 2006, masked gunmen in a car kidnapped Abdel Karim Mahmoud El-Farra (24), who is a member of the Preventive Security.  The kidnapping took place in Jamal Abdel Nasir Street in Khan Yunis, while he was on his way to a mosque for Friday prayers.  After the kidnapping, dozens of El-Farra clan members closed the street and burned car tyres, requesting the release of their relative.  And at approximately 14:10 on the same day, masked gunmen in a car kidnapped Hamada Mahmoud Salah (25) and his nephew Samir Hikmat Hasanein (17) from their workplace in El-Salah Kitchen, located in Shurab Street, Khan Yunis.  At approximately 03:30, El-Farra was released.  Salah and Hasanein were released approximately half an hour after that.

At approximately 20:00 on Friday, masked gunmen in a car kidnapped a member of the Preventive Security, Mohammad Fawzi Mo’ammar (24-year-old resident of Khan Yunis refugee camp).  He was taken to an unknown location, where he was subjected to interrogation and beating.  He was released afterwards.  Mo’ammar was taken to Naser Hospital in Khan Yunis and then to the European Hospital for treatment of injuries caused by the beating.

PCHR is gravely concerned over the continued escalation in the use of weapons by armed Palestinian groups and individuals, which is aggravating the state of security chaos currently plaguing the Occupied Palestinian Territory.  PCHR calls upon the PNA, represented by the Attorney-General, to investigate these incidents and bring the perpetrators to justice.
