PCHR’s preliminary investigation indicates that at approximately 23:00 on
Wednesday, 5 September 2007, an armed group shot Akram Ibrahim Abu El-Seba’ (38)
from Jenin refugee camp, who is a member of the Presidential Guards. The
incident occurred when Abu El-Seba’ was close to Khalil Suliman Hospital in the
refugee camp. He was rushed to the hospital; however efforts to save his life
failed. The body was transferred to Rafedia Hospital in Nablus.
After the shooting, members of the security forces headed to the scene of the
crime. Armed clashes broke out between the security forces and the armed group.
The clashes resulted in the injury of 3 officers from the Preventive Security
Apparatus. The injured are:

Abed Mahmoud Omour (28).

Khaled Samih Yehya (29).
Information obtained by the Centre indicates that the crime was motivated by the
confiscation of a stolen vehicle from the armed group earlier in the evening of
the same day.
PCHR is concerned over the continued falling of victims by the use of arms by
security personnel or armed groups. These incidents are a continuation of
security chaos plaguing the OPT. The Centre calls upon the PNA, represented by
the Attorney-General, to investigate this crime and prosecute the perpetrators.
