8 Persons Wounded by the Executive Force and al-Qassam Brigades in Jabalya

On Wednesday afternoon, 28 March 2007, 8 persons were wounded when members of the Executive Force of the Ministry of Interior and the ‘Izzidding al-Qassam Brigades (the armed wing of Hamas) were chased and opened fire at a vehicle in the northern Gaza Strip town of Jabalya.

According to investigations conducted by PCHR, at approximately 14:55 on Wednesday, at least 70 armed members of the Executive Force and the ‘Izziddin al-Qassam Brigades, traveling in vehicles belonging to the Executive Force and in civilian cars, chased a civilian vehicle (a black Mitsubishi Magnum), in which 7 members of the al-Aqsa Martyrs Brigades (the armed wing of Fatah movement) were traveling, in the center of the northern Gaza Strip town of Jabalya. Members of the Executive Force and the ‘Izziddin al-Qassam brigades opened fire at the civilian vehicle, wounding 5 of its occupants and two civilian bystanders:

1)      Hashem Tayseer al-Sheikh Khalil, 24, from Gaza City, wounded by several gunshots to the abdomen and the legs;

2)      ‘Aamer Hikmat Abu Warda, 24, from Jabalya, wounded by a gunshot to the left hand;

3)      Ussama Sha’ban al-Batran, 22, from al-Saftawi neighborhood in Gaza, wounded by a gunshot to the left hand;

4)      Tamer Darweesh Hamdouna, 26, from Jabalya, wounded by a gunshot to the right hand;

5)      Hussein Shatat, 30, from al-Saftawi neighborhood in Gaza, wounded by a gunshot to the head;

6)      Mohammed Khalil Shihada, 20, a bystander from Jabalya, , wounded by shrapnel to the hands; and

7)      Mazen Fayez Abu Warda, 42, a bystander from Jabalya, wounded by shrapnel to the right hand.

As a result of shooting, the targeted vehicle collided with the wall of a house in the area. A resident of the house sustained a fracture to the pelvis.

According to initial information available to PCHR, members of the Executive Force and the ‘Izziddin al-Qassam Brigades chased the vehicle for allegations that it was used in an attack on a leader of the ‘Izziddin al-Qassam Brigades, Eyad al-Shanbari, on the same day.

PCHR expresses its utmost concern over this incident, and:

1.      Calls for activating clear instructions for Palestinian security services, including the Executive Force, with regard to the use of weapons to ensure that excessive force us not used.

2.      Believes that the engagement of the ‘Izziddin al-Qassam Brigades in carrying out duties assigned to the Executive Force is a reflection of the deteriorating security situation in light of the armed clashes between Fatah and Hamas movements.

3.      Calls upon all parties to resort to rational thinking and dialogue and avoid the use of violence and weapons to settle differences.
