PCHR’s  preliminary investigation indicates that at approximately 17:30 on Wednesday, 14 March 2007, armed clashes broke out between members of Izzedeen El-Qassam Battalions, the armed wing of Hamas, and members of Al-Aqsa Martyrs Brigades, the armed wing of Fatah. The clashes erupted near In Beit Lahia near the house of Samih El-Madhoun, a commander in Al-Aqsa Martyrs Brigades. Six people were injured, including three children:

-         Shayma Ibrahim Khuleif (7-year old girl) was injured by shrapnel in the back;

-         Abir Ibrahim Khuleif (12-year old girl) was injured by shrapnel in the right hand;

-         Ahmad Adel Sharaf (12-year old boy) was injured by shrapnel in the head;

-         Ahmad Yousef El-Nierawi (48) was injured by shrapnel in the right foot;

-         Walid Ahmad El-Nierawi (22) was injured by a bullet in the left foot; and

-         Wahid Ahmad El-Nierawi (24) was injured by a bullet in the left foot.

Following these clashes, Al-Aqsa Martyrs gunmen kidnapped several Hamas supporters and took them to El-Madhoun’s house. Members of Izzedeen El-Qassam Battalions fired at Mohammad Abdel Qadir To’eima (25) as he passed near El-Kholafa Mosque in Jabalia refugee camp. He was injured by several bullets in the feet. He was taken to Kamal Odwan Hospital for treatment. From there he was transferred to Shifa Hospital due to the severity of his injuries. He died of his wounds in the morning of Thursday, 15 March 2007.

At approximately 20:00 on Wednesday, members of the Interior Ministry Executive Force stopped Nahed Faraj El-Aqra’ (25), who was deported to the Gaza Strip from the Church of Nativity. El-Aqra’ is originally from Jalazoun refugee camp near Ramallah, and works as an officer in the General Intelligence Apparatus. He was on his way to visit a friend near Zimmo Square in the town of Jabalia. The Executive Force members fired at him when he refused to stop, hitting him with a bullet in the foot. They took him to El-Awda Hospital for treatment. The told him to get out of the car; and then fired at him a second time. He was hit by several bullets in the legs. He was transferred from El-Awda Hospital to Shifa Hospital due to the severity of his injuries.

PCHR is concerned over the continuation of clashes despite the relative calm of the past few weeks. The Centre calls upon all parties involved to respect the state of calm in the OPT, and to resort to dialogue to resolve disputes. In addition, the Centre calls upon all parties to refrain from resorting to violence under any circumstances.
