Introduction
This
report covers Israeli violations of human rights in the Occupied Palestinian
Territories from May 31 to June 6, 2001. During
this period, the Israeli occupation forces continued to use excessive force
against Palestinian civilians. Such
actions contradict statements made by the Israeli government regarding a
cease-fire, which began on Tuesday, May 22 2001.
This week witnessed a serious increase in attacks carried out by settlers
under full protection of the Israeli occupation forces against Palestinian
civilians and property, while the Occupied Palestinian Territories were under a
total siege. According to PCHR’s field observations, Israeli violations
against Palestinian civilians and property during the period covered by this
report included:
1)
Tough restrictions on movement
of persons and goods, canceling partial facilitation, including closing all
border crossing, restricting movement between Palestinian cities and villages,
isolating Palestinian areas from one another, and preventing access by sea to
the Gaza Strip;
2)
An increase in armed attacks by settlers against Palestinian
civilians and property;
3)
The continuation of the policy of assassinating Palestinian
activists;
4)
Shooting at Palestinian civilians who presented no threat to the
lives of Israeli occupation soldiers;
5)
Shelling of Palestinian houses and civilians facilities;
6)
Encroachment by Israeli occupation forces into areas under the
full control of the Palestinian National Authority;
7)
Razing of areas of Palestinian agricultural land near settlements
and along the border of the Gaza Strip by the Israeli occupation forces;
8) Continuation of arrests that targeted Palestinian civilians, and the deployment of undercover units to carry out such arrests;
9) Israeli fighter jets continued to fly over Palestinian areas, terrifying Palestinians.
During the week, four Palestinian
civilians, including two children, were killed and more than 40 were wounded.
On Thursday, May 31, 2001, Israeli occupation soldiers shot dead Ahmed
Saleh El-Khatib, 17, from Hazma village to the east of Jerusalem, with a live

Of the three brothers who were traveling in the truck, two were killed
and the third was seriously injured. The
